Allow pcp domains to create root.socket in /var/lip/pcp directroy. BZ(1227043)

Description of problem: I clicked on "Store performance data" in Cockpit 0.60 on Fedora 22 (from the cockpit-preview repository) SELinux is preventing pmdaroot from 'create' accesses on the sock_file root.socket. ***** Plugin catchall (100. confidence) suggests ************************** If you believe that pmdaroot should be allowed create access on the root.socket sock_file by default.
