Doc Text:	Feature: Erasure encoded volume management is not supported from RHGS-C. While volume creation, there are no options available for creation a dispersed volume. Only while listing the volumes, dispersed volumes are lsited with proper details like volume type, redundancy count and disperse count etc. The additon/deletion of bricks from a dispersed volume is not supported from RHGS-C. Reason: Creation of disperse volumes from RHGS-C is not available. Result: User cannot create/manage disperse volumes from RHGS-C. If a disperse volume is created from Gluster CLI, the details would be synced properly and listed in RHGS-C though.	Story Points:	---

Description of problem:
Since UI currently does not support add and remove brick for disperse and distributed disperse volumes disable them or display a message in the UI which shows that add / remove brick is not supported.

How reproducible:
Always

Steps to Reproduce:
1. Create disperse and distribute disperse volumes from CLI.
2. Wait for it to sync in UI.
3. select the disperse and distribute disperse volumes.

Actual results:
Add and remove brick is enabled.

Expected results:
Disable add / remove brick or display an message which says "Add or remove brick is not supported for EC volumes"

There are failCanDoActions added add/remove bricks to a disperse/distributed disperse volume.
Will introduce separate change for disabling the buttons in UI as well.

Verified and works fine with build rhsc-3.1.0-0.58.master.el6.noarch.

Add and remove brick is disabled from UI for disperse and distributed disperse volumes.
