Description of problem:
Unchecking Two fingered scrolling in Touchpad settings was enabling edge scrolling in previous versions of Fedora. But it is not happening in Fedora 22.

*Two fingered scrolling is working fine.

How reproducible:
It is always reproducible in my system. Don't know about other systems

Steps to Reproduce:
1. Open touchpad settings 
2. Uncheck double fingered scrolling
3. try to do edge scrolling

Actual results:
Nothing happens

Expected results:
Vertical scrolling was supposed to happen
