What size does your screen has? It seems that evince is not able to shrink its width under half of the width of you screen.

1366 x 760  (laptop)
1920 x 1080 (vga port on laptop)

Works as expected on larger screen.

Thank you for your answer. This is intentional behaviour since evince won't shrink under certain width. I'm closing this as not a bug.
