Description of problem:
Dashboard tooltips disappears before reading it.
Also NIC tooltips overflows when having more down NICS.
Text alignment inside tooltip should be fixed

1.Hover on performance widget
2.tooltip disappears before immediately

Moving back to MODIFIED as the build is not ready but errata has moved the bugs to ON_QA.

Moving this bug back because ideally when the user mouse hovers on a widget in the dashboard the tool tip should show up and until user removes the mouse from that widget he should be able to see the tool tip. 

But currently when user mouse hovers on a widget the tool tip will remain there nevertheless of whether the mouse has been moved to another widget or still in the same widget.

when user mouse hovers overs on different widgets the tool tip should be moved accordingly, but tool tip comes in all widgets and disappears after a specific time interval.

Dashboard automatically updates its content every few seconds. whenever it updates the content the tooltip gets disappear.
