[ja_JP] Redundant string 'Miq' in some of the right panel name in Control or Automate.

How reproducible:
100%

Steps to Reproduce:
1. Login CFME with ja locale.
2. Click Control -> Explorer -> Policy Profiles -> All Policy Profiles.
3. Click Automate -> Customization -> Provisioning Dialogs -> All Dialogs.

Actual results:
[ja_JP] Redundant string 'Miq' in some of the right panel name in Control or Automate.

Expected results:
String 'Miq' should be removed.

This is a string generated from model name via ui_lookup() mechanism,
the solution to this problem is in fact to get rid of ui_lookup()
and replace it with gettext mechanism of some sort.

Using chrome I changed the language to Japanese per the instructions above, and navigating to the panels listed I didn't see the extra MIQ characters anywhere.  Some of the new UI redesign probably also changed a few of the headings as 5.6.0.4 is a bit different from the attached screen shots.

I'm moving it to Verified as it appears to be correct.  Please reopen if you see any additional required changes.
