Description of problem:
I disable BT in the control center. After an reboot BT is active again.

Version-Release number of selected component (if applicable):
control-center-3.16.2-1.fc22.x86_64

How reproducible:
every time

Steps to Reproduce:
1. disable BT under the power settings 
2. Now BT is deactivated. 
3. reboot
4. BT is active again.

Actual results:
The settings only work until reboot.

Expected results:
That the settings work permanent.

It's not GNOME Settings' job to do that.

It turns on rfkill for the Bluetooth adapter.
