Description of problem:
[ja_JP] Unlocalized main page name for all navigation bars.

How reproducible:
100%

Steps to Reproduce:
1. Login with ja locale.
2. ex. Click Configure -> About. (Clouds->Tenants, Flavors, and etc)

Actual results:
[ja_JP] Unlocalized main page name for all navigation bars.

Expected results:
All the main page name should be localized and the same as the navigation bars.

Such as "Host"->"Configuration"->"Add New Host": Title "Credentials" is not localized.

This is fixed in current 5.6, moving to ON_QA for verification.

Verified on 5.6.0.7-beta2. All reported issues fixed.
