Description of problem: The tooltip 'No Widgets available to add' on cloud intelligence->dashboard page needs to be translated. Please refer attached screenshot.

How reproducible:
always

Steps to Reproduce:
1.login with ja_JP locale
2. go to cloud intelligence->dashboard page
3. move mouse over '+' sign in the upper right corner.
4. observe the tooltip.

Actual results:
the tooltip in not translated.

Expected results:
The tooltip should be translated.
