Description of problem:
Satellite 6.1 email notifications are not triggered

Version-Release number of selected component (if applicable):
Sat 6.1 GA Snap 8

How reproducible:
Always

Steps to Reproduce:
1. Trigger any of the satellite email notification - example - sync a repo, publish a cv, promote a cv, etc.  Make sure to configure satellite and users subscribe to emails

Actual results:
Email notifications not triggered

Expected results:
Email notifications should be triggered.

Verified in 6.1 GA Snap 11.

This bug was fixed in Satellite 6.1.1 which was delivered on 12 August, 2015.
