Description of problem:
Packstack fail when QPID is used as service for messaging.

How reproducible:
100%

Steps to Reproduce:
1. install openstack with
CONFIG_AMQP_BACKEND=qpid
in answerfile

Actual results:
packstack run fail:
172.16.32.52_amqp.pp:                             [ ERROR ]
Applying Puppet manifests                         [ ERROR ]

ERROR : Error appeared during Puppet run: 172.16.32.52_amqp.pp
Error: Could not find data item CONFIG_AMQP_NSS_CERTDB_PW in any Hiera data file and no default supplied at /var/tmp/packstack/bba41523aadd4078a5dabe875dfa019c/manifests/172.16.32.52_amqp.pp:116 on node rhos-packstack-gnb62-rhos-ci-3-controller.novalocal


Expected results:
packstack will not fail, surprisingly :-)

When was this last passing? was it the prior puddle http://download.eng.bos.redhat.com/rel-eng/OpenStack/7.0-RHEL-7-Beta/2015-05-13.2

I found first occurence in 2015-06-12.1 puddle, so yes, it was before 2015-06-13.2
