Description of problem:
We would like to know what are the default access  permissions for the file '/etc/cluster/cluster.conf' .

Is it possible for any non root user or a user without administrator privileges to have read access to this file.

possibly report real issues you might have encountered.

If you have a subscription, do not hesitate to contact the official
support channels.

If you do not, you have several options:
- try it on your own using, e.g., CentOS 6.x
- contact linux-cluster mailing list[1] for community-provided support
