'Create Volume' button is missing

This behavious differs wastely from packstack installs.

could you please provide more info? you were using the admin tenant? what is admins project? 
Since one can disable this functionality, please provide /etc/openstack-dashboard/cinder_policy.json

After I had a look at the setup, I suspect this to be a duplicate of .bug 1233945

Ido, may I ask you, to retest this in a sane setup? I mean, in a setup, which uses the installer from https://bugzilla.redhat.com/show_bug.cgi?id=1233956 ?

This bug occurs while installing by OSP-7 director,
It doesn't happen using packstack
