Description of problem:

Packstack install fails with:

	Error: Could not prefetch glance_image provider 'glance': File: /etc/glance/glance-api.conf does not contain all required sections.

Steps to Reproduce:
1. Install OSP7 RC-2 using packstack and default answer file

Actual results:

	ERROR : Error appeared during Puppet run: 10.227.210.103_provision_glance
	Error: Could not prefetch glance_image provider 'glance': File: /etc/glance/glance-api.conf does not contain all required sections.
	You will find full trace in log /var/tmp/packstack/20150628-182450-ec7DDR/manifests/10.227.210.103_provision_glance.log
	Please check log file /var/tmp/packstack/20150628-182450-ec7DDR/openstack-setup.log for more information

Expected results:

Install completes successfully

Additional info:

Applying https://github.com/openstack/puppet-glance/commit/378523be4329f8f7d8bf5940143a7f45d57eb935 manually to /usr/share/openstack-puppet/modules/glance/lib/puppet/provider/glance.rb allows puppet-glance to get past this error.

Resetting the priority to URGENT. The description sounds to be a blocker issue for RHEL-OSP 7GA. Please look in this BZ request and provide the right guidance.

Same issues with RC2 openstack-puppet-modules

Updated to nightly

[root@openstack ~]# rpm -qa | grep openstack-puppet-modules
openstack-puppet-modules-2015.1.8-8.el7ost.noarch
