Have a report to provide detail to the high watermark for the number of vms for a provider over a month.

Billing  reporting for MCTYYYY  will be on maximum VMs used (VM instances under CloudForms management)  for a Month period.

I have verified the presence of data when I queued the watermark reports in 5.5.0.11
