Description of problem:
While installing RDO on Fedora 12 / x86 64bit and work-around issue #1207098 next problem appeared when invoking command:

 $openstack service list

 > ERROR: cliff.app 'super' object has no attribute 'load_commands'

Even more just trying to run '$ openstack' gives same error.

For me there might be some mismatch with the components/packages installed by RDO.

Version-Release number of selected component (if applicable):
Fedora 21 / server / x86 64bit.
packstack Kilo 2015.1.dev1537.gba5183c
Apache/2.4.12 (Fedora)

How reproducible:
100%

Steps to Reproduce:
1. Fedora was installed from dvd iso in vbox:
  Fedora-Server-DVD-x86_64-21.iso

2. NetworkManager was disabled and network configured using network service as in the instructions.

3. Work-around issue described in the #1207098 (I've disabled selinux)

4. Run "$packstack --allinone"

Note that I was using root, so sudo is not required.

Actual results:
Installation fails, command "$openstack" gives error.

Expected results:
Installation succeed.

This issue will be resolved once proper cliff is installed:

This bug is against a version which has reached End of Life. Please reopen if it is still relevant with a latest version: http://releases.openstack.org/
