Description of problem:
VM "Memory Balloon Device Enabled" is can be changed in the UI while the VM is on, but has no effect

How reproducible:
100%

Steps to Reproduce:
1. Select a running VM, chose Edit
2. Go to resource allocation, and change "Memory Balloon Device Enabled", hit OK
3. Click on edit agaain,to check that value has changed

Actual results:
Value reverts to its previous state with no warning

Expected results:
Value to be the new setting or a message about it not being possible to do this to a running VM and an option to apply at next boot

verified on : 
Red Hat Enterprise Virtualization Manager Version: 3.6.0.3-0.1.el6

verification steps: 
1. create a vm with ballooning enabled
2. run the vm 
3. disable the ballooning 
4. power off the vm  
5. run the vm again and verify that the ballooning is disabled 

run the same steps again, but now create vm with ballooning disabled and change it to enable.
