Description of problem:
I wanted to configure OS with lbaas enabled. 
No option found in "openstack overcloud deploy" command list for that

How reproducible:
100%

Steps to Reproduce:
1.install virt environment instack (undercloud) 
2.see option for "openstack help overcloud deploy" command 


Actual results:
no lbaas seen :(

Expected results:
should be able to configure lbaas.
