Description of problem:
1.4.18 is now quite old, and the Info.plist is missing some card readers. Please update pcsc-lite and pcsc-lite-ccid to the newest version, 1.4.19, out since 05/2015.

Why does it take so long for the system to push it into testing? I'd like to install it via dnf/yum. Is there anything else I need to do?

Go to:
http://koji.fedoraproject.org/koji/buildinfo?buildID=667873

and install using dnf the rpm for your platform.

Package pcsc-lite-ccid-1.4.19-1.fc22:

* was pushed to the Fedora 22 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing pcsc-lite-ccid-1.4.19-1.fc22'
as soon as you are able to.

This bug appears to have been reported against 'rawhide' during the Fedora 23 development cycle.
Changing version to '23'.

(As we did not run this process for some time, it could affect also pre-Fedora 23 development
cycle bugs. We are very sorry. It will help us with cleanup during Fedora 23 End Of Life. Thank you.)
