This bug is created as a clone of upstream ticket:
https://fedorahosted.org/freeipa/ticket/5116

The code that insstall records in the replicaintstall.py file loops on config.ips to find which records to add to DNS, unfortunately the change in ae9c3e2dce000ed185b28e2e6e85043ad8d001ed broke this because config.ips is not set.

How to verify this?

1. Install IPA server, with --setup-dns
2. Install replica of the IPA server, without --setup-dns
3. Verify that SRV DNS records for the replica were added
