Description of problem:
Order of fields in dialog to create new user has changed - password items are there before username etc. It seems that order wasn't intended and is not fixed in downstream RHOS.

1. login as admin user
2. Admin - Admin - Users
3. click to Create user

Discovered by failure in integration tests :-)

INdeed, this has been fixed for a while now. Unfortunately, it has been overlooked here.

This bug is resolved by the current packages available from the Red Hat Enterprise Linux OpenStack Platform 7 repository.

According to our records, this should be resolved by python-django-horizon-2015.1.2-4.el7ost.  This build is available now.

3. click to Create user
