Description of problem:
On page Systems -> Insights, when you are filtering issues by severity (ALL/INFO/WARN/ERROR) gives me false feeling of safety when there is no issue in given category, as it shows:

> Zero Actions Found Perfect! Status
> 
> There are 0 action detected from systems in your organization.

This is confusing to me.

Steps to Reproduce:
1. Setup Sat 5.7.0 with RHAI and register a system which have exactly one
   issue detected by RHAI (or more, but all in same severity range)
2. Wait till data are visible back in Satellite (~hour after you register
   the system)
3. Go to Systems -> Insights and notice severity filter mini-panel.
4. Click to some severity where you do not have any reports in.
   (E.g. all mine reports were "WARN", so I clicked at "INFO")


Actual results:
It shows me mentioned positive message.


Expected results:
There should be some way how to get to previous page ("ALL" severities) besides of clicking in the left-hand menu (you can not click at Systems -> Insights -> Overview, you have to click on Systems -> Insights to get back).

Message should also mention this statement is only relevant for issues from given severity band.
