Description of problem:
The severity field location is error in some products' enter bug page

Version-Release number of selected component (if applicable):
4.4.9037-1

How reproducible:
Always

Steps to Reproduce:
1.Go to some product's enter bug page, like: RHEL7, RHEL6 
2.
3.

Actual results:
The severity field location is in the right edge of page.

This is due to the sub-component tr being hidden, the tr needs to be left visible but it's contents need to be hidden instead.

After go on testing on build 4.4.9037-3:

It can't create bug against products which severity field location is wrong, as described in above description. So up this bug's severity.
After input the mandatory data, then click button 'Submit Bug', no response.

Retest this on build 4.4.9037-4:

It can't create bug when choose the component that without subcomponent,  It can create bug when choose both component and subcomponent.

Tested on 
QA environment(bzweb01-qe) with version(4.4.9037-5, DB: mysql)
QA environment(bzperfweb01.app.qa) with version(4.4.9037-5, DB: psql )
Result: Pass

Instead, you should create a new bug and reference this bug.
