Description of problem: the Power Operation button are available on an instance when it is in an Archived state


Version-Release number of selected component (if applicable): CloudForms 3.2


How reproducible: 


Steps to Reproduce:
1. Select an Archived Instance 
2. View top bar, Power Operation button is available for invalid operations on archived instance 

Actual results: Power Operation button is available for invalid operations on archived instance 


Expected results:Power Operation button should not be available

This doesn't happen any more in 5.7. The power options are disabled for archived  instances.

Update. Nope turns out I had the wrong version checkout out. It still does.
