Installing -devel package no longer installs all the tools needed to build policy modules:

make: /usr/bin/semodule_package: Command not found

Affects Fedora 23 and rawhide. In policycoreutils-2.4-5.{fc23,fc24} semodule_package was moved from policycoreutils-python into policycoreutils-python-utils.
