Description of problem:
If vm from a vm-pool is running while trying to remove the pool,
the remove of the pool is failed, and user need to remove the pool again.

How reproducible:
always 

Steps to Reproduce:
1. create vm pool
2. have a vm from the pool running (for example use prestarted vm)
3. remove vm pool

Actual results:
pool removal fails, need to try again (works on second attempt since vms are down)

Expected results:
pool removed

Target release should be placed once a package build is known to fix a issue. Since this bug is not modified, the target version has been reset. Please use target milestone to plan a fix for a oVirt release.

Verified  according to steps in description with ovirt-engine-4.0.0-0.0.master.20160405102116.git3819ab7.el7.centos.noarch on rhel 7.2.
