/usr/libexec/selinux/semanage_migrate pulls in python for libsemanage

additionally it has a line saying
     print("You must install libselinux-python and libsemanage-python before running this tool", file=sys.stderr)

so why is this not part of libsemanage-python ??

semanage_migrate_store script was moved to libsemanage-python3 package
