Description of problem:
bzip2 headers are needed to build rpm, so it should 
BuildRequires: bzip2-devel, instead of "BuildRequires: bzip2"

CHecked in on head and rpm-4_4 branches, should
be in rpm-4.4.1-0.19 when built.
