Description of problem:
RHCI requires a much newer version of Fog than is provided in Satellite 6.1.1. We have packaged and are prepared to ship an updated version of fog and dependencies, however in order to not have to ship our own Foreman packages it would be helpful to relax the restriction on newer versions of Fog in the bundler.d file and rpm spec.

Steps to Reproduce:
1. Install Satellite 6
2. Try to install fog 1.31 or newer for RHCI

Actual results:
It is not possible to install the newer version.

Closing this out. 6.2 will rebase to the latest fog (37) which should solve the issues here.
