Description of problem:

The 'nova-manage db migrate_flavor_data' command does not properly handle the --max-number argument.  We are missing this patch:

That patch is definitely in OSP7 [1], though at this point it'd be a waste of time to try and find the exact build in which it first appeared to set the fixed-nvr.
