"dnf install foo" does not upgrade "foo". Where did you get the impression that it should? I didn't test it but I believe that in this case, glib2, glib2-devel, gtk3, pango, and libreport-filesystem were upgraded just because the other packages required a newer version of these packages. Another issue is that "Skipping packages with conflicts:" section which shouldn't be printed in this case IMO. The install command does install only. Lets track the second case where it tries to update the dependencies to newest version and could be confusing. The message should not be there. This bug appears to have been reported against 'rawhide' during the Fedora 24 development cycle. Changing version to '24'.
