The same problem is on RHEL 7.2 with ipsilon-1.0.0-5.el7.noarch and selinux-policy-targeted-3.13.1-42.el7.noarch

This bug seems to be a duplicate of BZ#1253706.

As Milos said this is fixed in selinux-policy-3.13.1-43.el7.
