Description of problem:

Translations coordinators and Translators have a minimal view on a given project settings.

They should be able to:
- see all the settings 
- modify (maybe for coordinators only, to discuss) some settings such as copy behaviour.

How reproducible:


Steps to Reproduce:
1. Go to fedora.zanata.org
2. Login as translation coordinator or translator
3. Choose anaconda

Actual results:
No project settings are visible

Expected results:
At least see project settings.
Modify copy behaviour for a given language (and possibly make it differ from default settings setup by the project creator).
