Looking at new copr´s web interface could be great to add a way for users than want to hive feedback about a Copr Repo, something like a karma based rate so others user can see this info, in the other hand packages in repos with good karma could be candidates to be included in the Fedora repo itself.

We actually measure how often the repo is used, which I personally think is better metrics then karma.
This is still new thing so we may use it little bit more like show most popular projects etc.
