Description of problem:

After applying CP03 patch, the system properties configured in the server groups are not loaded any more. 

Version-Release number of selected component (if applicable):
6.4 CP03

How reproducible:

1-configure a system property to a server group:

/server-group=main-server-group/system-property=foo:add(value=bar)

2-start one server of the server group and check in the ps output of the server process that it does not start up with the system property. 

Actual results:

only takes the global system properties.

/system-property=foo:add(value="bar")

Expected results:

it must be possible to configure system properties in the server group or server level.
