Description of problem:
Libuser modifies user accounts. Any changes to user account should have audit events around the changes. There has been a specification of what and how to audit around user accounts here:

http://people.redhat.com/sgrubb/audit/user-account-lifecycle.txt

The events should match the same ones that shadow-utils generates for the same action.
