Description of problem:

Nginx disabled AIO on AArch64 when support for this architecture was improving here and there but not yet in aio land. But time passed and now nginx builds on AArch64 with AIO enabled.

Steps to Reproduce:
1. remove aio guard
2. arm-koji build rawhide --scratch nginx*srpm

This bug appears to have been reported against 'rawhide' during the Fedora 24 development cycle.
Changing version to '24'.
