The gnocchi dispatcher for ceilometer was originally provided within the gnocchi codebase and not packaged in the productized ceilometer artefacts.

It would be better to move the dispatcher logic into ceilometer proper and package it from there.

Verefied according test plan in ceilometer*5.0.2-2.el7ost.noarch
