Description of problem:
Installer halts with error `dracut-fips not installed` after adding fips=1 to initfs line before commencing installation. 

Version-Release number of selected component (if applicable):
RHEL 7.3

How reproducible:
Add `fips=1` to boot loader prior to starting installation

Steps to Reproduce:
1.  Start installer
2. Press Tab for options
3. Add `fips=1` to end of configuration
4. Proceed with installation

Actual results:
Installer allows me to set up partitioning, then when I click 'Done' it starts installing.. moments later the system throws the crash handler.  The error reported is: 

NoSuchPackage: dracut-fips 

Expected results:
Adding fips=1 would automatically include dracut-fips, and the system could be installed with FIPS enabled (allowing us to use the encrypt checkbox during partioning).

Incorrect install file used - closing ticket.

I do not show this error happening with rhel-server-7.1-x86_64-dvd.iso
