Description of problem:

The driver might be forced to start while the device doesn't exist for this driver instance (for example by using siesta and PersistAllDeviceInstalls option to create the image, but then starting the image on different virtual HW). 
Driver code should be reviewed and adapted to better robustness in such cases.
