This will be fixed in RHEL6. It would be good to fix RHEL7 as well to avoid regressions.

This bugzilla is wrong, the fix is already in RHEL7. Closing as NOTABUG.

When I reproduced this on RHEL7, I used a borrowed machine with operating system already installed (testing optical media from a virtual machine is not very reliable). There must have been some mess in rpm-s installed. 

I apologize to everyone involved. I will not trust foreign computers.
