Description of problem:
katello-agent/gofer is not picking up tasks on capsules when a sync is is issued via hammer/content view publish/promote

How reproducible:


Steps to Reproduce:
1. install capsule and connect to satellite
2. start a sync 
3.

Actual results:
tailing /var/log/messages shows nothing going on from pulp after a sync from the satellite has been initiated. qpid-stat -q shows nothing coming in as well until after the restart of goferd

Expected results:
qpid to receive the message and start the pulp tasks/syncs 

Additional info:

work-around is to restart goferd on a cron job
