Description of problem:
When an attempt is made to install docbook-dtds after openjade v1.3.2
has been installed, up2date complains that openjade v1.3.1 or higher
is needed. openjade v1.3.2 is present, thus the dependancy is met.

The most likely cause of this problem I suspect is that another error
is occurring, and the wrong error message is being displayed.

Additional info:
The system is an RHEL3 system, with manual gnome updates from Fedora
Core 2 built from SRPM.

This bug is filed against RHEL 3, which is in maintenance phase.
During the maintenance phase, only security errata and select mission
critical bug fixes will be released for enterprise products. Since
this bug does not meet that criteria, it is now being closed.
