It has been explicitly decided to not have the CLI in RHEL 7 for 3.6.

Version 4 of RHEV-M will include a build of version 3.6 of the CLI for RHEL 7. This version of the CLI will use version 3.6 of the Python SDK, and the version 3 compatibility mode of the API. There won't be a version 4 of the CLI, at least not for release 4.0 of RHEV-M.
