Description of problem:
Upgrading rhsc from 3.1 to 3.1.1 does not update rhsc-monitoring-ui-plugin and nagios-server-addons.

rhsc-3.1.1-0.64.el6.noarch

How reproducible:
Always

Steps to Reproduce:
1. Install rhsc 3.1 on RHEL6.7
2. Now add  3.1.1 repos
3. Run 'yum update rhsc-setup' followed by rhsc-setup.
4.

Actual results:
rhsc-monitoring-ui-plugin and nagios-server-addons does not get updated

Expected results:
Both the above packages should get updated successfully.

Verified and works fine with build rhsc-3.1.2-0.66.el6.noarch.

rhsc-monitoring-ui-plugin and nagios-server-addons gets updated when user runs 'yum update rhsc-setup' followed by rhsc-setup.

Installed RHSC 3.1 and updated it to 3.1.2.
