My theory is that the command attempted to stop neutron-server before it was done starting, resulting in a timeout/fail of systemctl. The command only waits 5 seconds, and neutron often takes longer than this to start. As mentioned by gfidente in irc, this may well be solved by https://github.com/openstack/tripleo-heat-templates/commit/dcc66487cda9cabc3d830c5059d95aa285ef7543 Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
