Describe the issue: 
the section describes how to use htpasswd, however by default this utility is not installed on the system

Suggestions for improvement: 
add instructions on installing the htpasswd binary on a master

While not in 3.0, this was in the 3.1 -> docs.

I merged directly into the 3.0 docs. Here's the commit:
