Description of problem:

Use case:
Customers who need to get extra computing resources  than those subscribed, in real-time and in a self-service way. 

The customer must be able to freely activate/de-activate the  autoscaling/burst function from the cloud portal. When the customer activates the autoscaling/Burst function, his VPDC  capacity in terms of CPU/RAM/Storage expands immediately to a higher quota preconfigured by Service reseller.

The user experience of Burst must be independent from the Hypervisor. Once the burst function  is active, the customer will pay only the extra resources he consumes. Resource usage details must be   collected by the  metering module in order to produce an off-line report for Reseller for billing purpose and a web dashboard shown in a  section of the customer Cloud  Portal.

This  is like a Soft quota, where a user is able to exceed the normal ones and after that, being able to invoce based on that
