Description of problem:

When viewing tasks, the vertical scrollbar to the right appears to go off the bottom of the page

Steps to Reproduce:
1. In Chrome 45.0.2454.101 or Firefox 41.0.1-2 browser, submit over 10 tasks
2. View in My Tasks
3.

Actual results:

Vertical scrollbar appears to go off bottom of screen

Expected results:

Vertical scrollbar completely visible

Additional info:

May occur in other places in web UI

This bug was fixed with the DHTMLX layout removal PR: https://github.com/ManageIQ/manageiq/pull/4825
