Description of problem:
GIMLET does not respond to CTRL-SPACE to toggle oon or off LE

Always

Steps to Reproduce:
1. install im-sdk package
2. add GIMLET to the panel
3. LANG=zh_CN.UTF-8 GTK_IM_MODULE=iiim gedit
4. CTRL-SPACE to turn on or off the LE
  
Actual results:
No response from GIMLET

Expected results:
When the LE is turn on, it should switch to English after CTRL-SPACE
and vice versa.

Perform an init6 and installed the latest LE for zh_*. Problem does
not exist anymore.
